Yes, but who would take all this time? Too many leagues in there not updated.... 
If nobody does it, you can either do it yourself with team generator, or just take 16/17 files to make set complete.

yes, np , step by step will be ready
check of the big teams:
- Maximum skill points possible: 555 (Italy 96/97)
- Maximum total speed points per team: 82 (Italy Barca of 96/97)
- Maximum of 7 players with 4.5 stars or more (Italy 96/97)
- Maximum players with Speed 7 = 8 players per team (Barcelona 96/97)
- Maximum keeper prize = 4.5 M
