To run SWOS 96/97 from HDD, even non WHDLoad version, you need at least 4 MB of RAM.

As olesio said you need to have at least 4MB Ram to run swos from hardisk.
i used these:
www.ebay.co.uk/itm/Compact-Flash-2-5-IDE...rive_Cables_Adapters hash=item3ca2c2368b
www.ebay.co.uk/itm/Amiga-2-5-Hard-Disk-D..._VintageComputing_RL hash=item43a0472534
and of course a cf card.
Also your Amiga 600 rom must be at least 2.05 v37.300 so you can connect a hardrive.
Some Amiga 600 had rom 2.05 v37.299 and you could not install a hard drive. see here wiki.classicamiga.com/A600_Upgrade_Options#Kickstart

This guy is known for creating Amiga hardware parts. kipper2k.com/amigaforsale/
You have to contact him for availability. The price for an Amiga 600 4MB upgrade is reasonable.
Another good option for upgrade is this amigakit.leamancomputing.com/catalog/product_info.php?cPath=43 products_id=1102 .
Althought it is more expensive.
Also you can create physical amiga disks from adf files with transdisk. No ram upgrades need.
But you must have a hard drive to copy adf files into your Amiga 600.
You can find transdisk in Winuae
A fast guide is here
