Ah, so if you dont use the values 8-15 the career mode is broken. Ok.players with values 8-15 have biggest wage than players with values 0-7. So this affect your week budget in career mode.

No career mode is not broken. Just your budget does not get low so fast. So it is a bit of hackAh, so if you dont use the values 8-15 the career mode is broken. Ok.
Also does not affect to 3 best skills

I think Synchronated don t use any of the 8-15 range.
I use 15 instead of 7 since the last update, so that players are searchable (attribute search in transfer market returns values over 7 - I think it could have been written by someone who thought the 0-15 scale was linear), and (possibly) wages cost more as long as their skill is genuinely great.
So I just use
0,1,2,3,4,5,6,15
It s the only elegant solution I ve found. The default data (as well as any data which follows its model of adding 8 to certain values depending on player position) will show you a player whose speed is 11 but not one whose speed is 6. In actuality the 6 guy is much faster so this just causes problems and defeats the entire purpose of 8-15 being there.
BTW most of my player attributes are converted from FM using a system I ve been refining for 3 years. Crucial thing about FM data is that the individual 0-20 player attributes mean little individually and are relative to each other and the player s overall rating (i.e. a player can have finishing of 15+ and still be practically unable to finish). Without scaling the arributes to an overall rating, seemingly at random players can be overly-strong (e.g. physically strong CMs and STs) or super-weak (eg most wingers and centre-backs) in SWOS, since SWOS overall rating is different in that it s completely dependent on the 7 individual ratings (which are all/mostly physical attributes). So I take my interpretations of ratings and then scale them up/down with an algorithm so it gives the desired overall ability/SWOS transfer value.
It s tricky and interesting trying to get results which are OK for every position and give realistic SWOS transfer values, and the conversion system in my db has improved considerably since the 2011-12 season release.

And could you also explain/translate how exactly use your converter? How to put the converted statistics into the SWOS editor?
