I don t know this device.
Are you sure that you connected gamecard to PC correctly? Because you said that OS didn t find it. Or is it really compatible with your OS and motherboard?
I found some info about similar model (CH Gamecard GC3)... It includes a test, diagnostic, and calibration software on a 3.5 disk. Do you have it?
Read manual. Imho you need to config device manually in autoexec.bat or/and config.sys like CD-ROM, not only in Windows, because SWOS is a DOS-game.
Waiting results

Do you play SWOS in DOS-mode of Windows or directly from DOS (before starting Windows)?
If first, say what files for which OSs do you have on your gamecard s disk.
If second, you really need to config device manually in autoexec.bat or/and config.sys like CD-ROM mouse.
Do you really install driver for DOS not Windows?
Read manual again.

It has nothing to do with CPU or OS, it is more a problem of the soundcards/gameports...
SWOS can only detect one USB-Controller (might be caused by DOS), so it is impossible to play with USB-Pad or USB-Stick AND another Controller.
Back to your gamecard: If your Computer can t find the gamecard (did you look on your hardware-manager?), then remove and reinstall it. Did you disable the gameport of your soundcard? I know that onboard-gameports and soundcard-gameports don t work together, so your problem could be similar.
Using some kind of Y-Kabel is another solution. You can connect 2 controllers by using only one gameport.
