I d like to build a new nation with personalized custom football, friends have told me that I must Hex editor there a more simple?

You would need to rename and replace an existing division which is the correct size. Not necessarily exactly the same size; there are ways around this.
You can use a program called SWOES to access all the things you need to change; no manual hex editing should be necessary.
There are also editors to change the graphics. But I know nothing about these as I have never tried it.
Which league are you wanting to build?

I like to build a new league division, with classes of my school maybe one of holly benji, i like custom my SWOS are 3 years that I have this plan and I plan mod teams and players but failed to change the name nation and create new divisions now i use SWOES to the next

It is possible,
but need a knowledge of programming in assambler.

Normal it only, change name and setup existing division.

swos.exe file modification of hex editing  doesn t help, this must constans size file.

You can do it by replacing an existing league that you don t want to use. Find one with the right number of teams and experiment with SWOES.
Or you could use the custom teams file (if you re not bothered about using it in career mode etc).
